Basically correct, but active and retired members of the armed forces are now allowed to salute for the Pledge of Allegiance.…By act of congress and signed by President George W. Bush, a veteran may salute in uniform or civilian clothes, with or without cap, indoors or our, for the Pledge of Allegiance, National Anthem, or the passing of the flag.
