Biggest problem with our government is that they study every project until they don’t need it anymore, then they go ahead and build it anyway, but leave out the most important and useful components in order to save money. This is known as “value engineering”.
The steps are perfectly fine, guys. It’s just that a normal human mind can be trained to go through them so quickly on such a straightforward problem that Pam is already at least 28 steps ahead of the robot. She’s not the clueless one here; all she needs is some data and resources.
It’s when the problem is really complex, like converting that robot into a hyperspace radio plus space heater plus coffee maker, that spelling out the steps can help the human mind (and shut up some annoying AI’s).
