Reminds me of someone I use to work with.

Isn’t this sort of what Congress does before they go on one of their frequent breaks from (cough-cough) “work?”

I had a few people over the years who worked for me that were what I called, “Effective time wasters”. They always looked busy, but weren’t really doing anything. They usually didn’t last very long. Some, though, just needed a little guidance and encouragement, and they got better.
