The comic is just shrunk down for the page. Hover over the magnifying glass to see a larger version, or go to jorick.us/comics.php and click GoComics, then click 11.
Even the improved resolution that GoComics is now using is insufficient for the miniscule type font used in the captions on this page. Zooming helps, but not enough. When originally printed, these comics covered an entire newspaper page, much larger than any normal computer monitor.
Scanning the entire page is simply not a workable solution, if GoComics expects anyone to actually READ the text in the captions. If a case like this one, it would be much better to scan each panel as a separate image, and provide them as a “series” of separate frames.
P.S. Zooming to read the comic revealed the typo “seires” in the caption below it. Oops.

The print is too small to read, a problem I have with a lot of these old pages. Were these cartoonists in the bag with optometrists?

Even with the larger version, the type was too small!I even enlarged it with my computer to 150%, and itwas still too small!
