Years ago I and friends were on a beach with rockets for 4th of July. Lit one off and it did the same as this strip, went horizontal chasing people down the beach. We were promptly thrown off, LOL! No one got hurt!
for rocket stability, you want CG to be above CP. Top-heavy is good but over-stability will tip your rocket into the wind every time. Barbie would be more likely to cause drag issues, raising the CP above the CG.
Tie another barbie to the other side to make the weight load symmetrical and thus move the center of mass back to the rocket’s geometric center; that should take care of the problem.
