Hey grapfhics, people on the higher-rise building down the block would be my guess.

I worked on the 13th floor of a building that had a high-rise hotel kitty-corner to it. It was amazing to see how many people thought altitude gave them privacy. But I guess if you’re going to be seen in natural light, you’d want to put your make-up on by the floor-to-ceiling window. BTW, make-up was all she had on.

At least that’s the way it looked to me during a quick glance; you’d have to ask the guys with binoculars for a full rundown.
