Very odd Phraseology? I believe it means to make a pumpkin pie (from the pumpkin guts) to then put ice cream on. The pie will be the “vehicle” to carry the ice cream?
I made pumpkin pie out of a real pumpkin once, just to prove to myself that it was doable. You can roast the pumpkin the oven like a squash, but I just simmered pumpkin chunks in water for 30 minutes on the stove, dosed with cold water, removed the peel, and mashed. In either case, you need to remove the seeds and stringy bits first. It was easier than I thought it would be, but the end result was the same as pumpkin from a can.
There are pumpkin varieties that are bred for pies; New England Pie is one. They are smaller and have a higher sugar content than the jack-o-lantern types. I’ve grown them and the make a very nice pie. The pumpkin in a can is squash.
Being retired, I’ve always had more time than money. When I make something from scratch, I know what’s in it. Buying boxed and canned stuff is a deal with the Devil.

I’ve never heard of ice cream on pumpkin pie. We’ve always used whipped cream.

There are many foods that you eat which are just an excuse to eat something else that might seem odd to eat all on its own.
Bread is an excuse to eat butter.Ice cream is an excuse to eat chocolate syrup.Salad is an excuse to eat dressing.
That said, pumpkin pie is not an excuse to eat ice cream.
It would ruin the ice cream.
