Plan on entering a medical field, engineering field, or going thru a skilled trades journeymanship. You want to be able to pay off the money grubbing Universities if you go that way.
Two years at a local junior college to get the lower level classes out of the way. Twig can live at home a couple of years more and the price of education will be a little lower. (Unless her parents are eager to get her out of the house?)

Go to community collage for at least the first two years. Pay as you go.
