That’s a debate which has been long and winded, with strong opinions and feelings on both sides, and which for the record I’m not trying to revive with this reply because it’s pretty much all over and done with, years ago.
In the end it boils down to the artist’s choice. Whether we, the readers, like it or not, it’s Brooke’s own right to decide whether he wants comments on his comic strips, and the reasons for his choice are his and his alone. The only valid response if you so strongly disagree with him in the matter, is to stop reading the strips in question, though I’m not suggesting you do that; I’ll leave that choice entirely up to you.
Meanwhile, if you still read Pibgorn and 9 Chickweed Lane, and you want to talk about it, there is as mentioned the Comfy Couch o’ Confusion discussion forum, as well as Facebook groups for both Pib and Chickweed. Please enjoy :)
And on another topic: Dear Don Wimmer and Pat Brady, some of us would like to see a lot more of Rose, Vicki, Jimbo, Pasquale (and his guardian angel) and MeeMaw, and a lot less of squirrels.

If an artist intentionally disables the comments on their strip, I think they very much care about the comments. The only one I’ve seen without comments is Pibgorn and Chickweed Lane, and I’ve heard the comments were getting very out of hand and just plain mean and nasty. If the artist didn’t care about the comments, then they wouldn’t have disabled them. By disabling them, at least to me, it shows that the artist cares very much.

There’s the Comfy Couch o’ Confusion, which arose when the comments sections on Pib and Chickweed got pulled. It’s a nice bunch over there :)

You can write short comments to him directly; I have. I suspect the comments, when he allowed them, got severely out of hand.
