Cities that receive State or Federal funding every year have to use it up somehow before the year’s end, or they will lose it for the following year. One way is to officially “Go Green” and install bike paths, even if it’s in a highly industrial area like my neighborhood here near Detroit where no bikes dare to go, and won’t go even after the paths are put in. Gotta use it up somehow. Flower baskets hanging from streetlight poles are another favorite.
