Rover is questioning Boog to find out how the battery went dead, since Boog was to make emergency calls only on the phone.
Boog responds that the battery would have kept its charge, if Rover hadn’t kept phoning the little boy to see if he was okay.

Plenty of blame to go around here. The kids should have been better behaved on the bus. The driver was going too fast and should have had a fully charged cellphone or other communication device (the school board’s fault for not installing radios?). And Rover forgot to send his son with a lunch, ate it himself instead of bringing it to school, used up the charge on his son’s phone by calling him too much, etc. Boog is the true innocent here.
As far as school bus concerned for break failure it’s the maintenance fault for not making the bus safer, then none of this should have happened, when there are steep hills.
The heck with the cause of the dead battery. Rover should let th3 bus driver use his phone to call the school board and the rescue services to get the children home. Rover is dumber than a dog named Rover, poor little Boog with that goofy name and that stupid daddy!
sad family situation, the kid has more smarts than his hapless father. Rover’s behavior borders on emotional abuse. maybe his actions ought to be reported to CPS I’d say that should be Boog’s ‘mergency call “get me out of here!
Maybe the driver will smarten up and grab the phone from Rover and call Health & Human Services to get that poor kid safely away from the idiot father.

I think Boog’s grammar in panel 2 is actually correct, and Rover is wrong about that, too.
