    He doesn’t need any jail breaking. The jail - with the rest of California - is already broke. WAY too much wild spending on worthless programs and pay-offs which is why we have, by far, the highest tax rate in the nation - about 10% for sales tax alone! Another example: About 1/20th of the US population lives in California but we have 1/3 of all the welfare cases.
