Seems to me that a nothing burger would be a burger, plain with nothing on it, but there’s still meat or it’s not a burger. Even a veggie burger has substance.
BTW, the phrase began (in this context, anyway) with Romney’s then-campaign manager, Matt Rhoades, who classified troublesome stories either as “nothingburgers” or “s—tburgers”.
