No, that is how elected officials make them; cornering their own voters. We need an independent agency to run our elections, funded by public monies. Let the voters pick the elected and not the other way around.
In California in the ’80s or ’90s we had a court challenge that resulted in an independent commission drawing the lines. Competitive districts cost more to run a campaign & we ended up with the usual 60D/40R split anyway, so to avoid court challenge this time they went with a status quo, everybody-gets-a-safe-seat gerrymander.
