Given that the four hemisphers are the north and south, based on the equator, and the east and west, based on 0/180 degree line, there’s no way that any of Russia is south of the equator.
It’s a pretty silly statement because while northern and southern hemispheres are mutually exclusive, they are not exclusive of the western or eastern hemispheres. Also, you’d really want to look at a plate map, since a continent is not necessarily defined by its coastline.

By the looks of the geography lesson, it looks like Spain has a small portion in the Eastern Hemisphere.
