SInce technology advances so rapidly, it is wise to buy as close to “cutting edge” as possible in a new computer, so that five or six years down the road, it is still a viable machine, rather than an obsolete paperweight. Buying the best available computer technology means you only have to replace the thing every seven or eight years, rather than every two or three.
Unless you drink at the computer, then you replace the more expensive computer every year or so, regardless.
The accurate ones are called “scales” not rulers. A Starrett brand, made in U.S.A., 12 inch scale, graduated in 1/64", 1/32", 1/50" and 1/100" is around $53.

Holding a ruler at an angle to the object measured will give an incorrect measurement longer than the object, not shorter.
