This actually happened in real life. The people of one town, forgot the name, got tired of the unruly behavior of the cowboys that came with the herds that were going to the railroad cattle pens. So they forbade them to enter town. The herd drovers obliged them by going to a nearby town. Soon the people of this town found out that the entire town economy depended on those unruly cowboys. Despite all they did, the cattle herds never returned and the town became a ghost town within three years.
