You know, sad but true, that also happens.

Again? How long has this poor kid been getting bullied?

I don’t think adults at the school would bully a boy who had his backpack stolen by a bully. But, if a bully attacks another student and the student tries to defend himself, the bullied child is often the one punished by the school.

In my day this was usually settled by a big brother or the big brother of a friend explaining things to the bully in a language he could understand.
