I think she’s from the Germ Warfare Department of Anasigma (the Conspiracy behind the conspiracies). They’ve had their eye on Skin Horse since the werewolf incident (The Germ Warfare Department, that is, Anasigma as a whole has probably been watching them since they took in Unity and certainly since Nick).
