There are indications that the dream state allows a connection to a deeper collective consciousness. The Australian aborigines claimed the ability to use it to communicate at a distance and as a source of guidance.
The punch line reminds me of a bit from The Simpsons, where Homer dreams a vision of Cesar Chavez and asks “how come you look like Cesar Romero?”, at which point the vision response “because you do not know what Cesar Chavez looks like” – clearly a dig at the artists.
That having been said, if you’re getting a vision of someone you’ve never heard of before, then it probably is an actual vision, not a dream :-)
Ah, John C. Frémont, a man of parts and ambition, but who (when you get right down to it) was a failure at everything he tackled. Buchanan’s presidency is a matter of history, but odds are that Frémont’s would have been even worse.
Remember that Moondog saw the coat rack as Abraham Lincoln earlier. He is probably still experiencing some sort of hallucination state but the historical accuracy is odd for that sort of thing.

With Moondog, it’s a wonder he didn’t dream up Roger C. Carmel.

Looks like Dahlia’s talk has scared the Dickens out of Moondog.
