We have 2 houses of Congress (and most state legislatures) in part to guard against precipitate action. It’s part of the overall scheme of checks and balances that the Founders built into the Constitution.
It is a country in which two men who live in the same neighborhood, in the same size and type of house, driving the same brands and kind of cars, having graduated from the same university, with their offspring going to the same schools, can stand up in front of TV cameras in the House or Senate and tell each other they are stupid and misguided.
