Here’s the difference: Plas is a shape-shifter, E-Man is a stretcher. Their abilities can overlap somewhat, but each is a specialist. A bird, a plane, and Superman can all fly, but in much different ways from each other.
In one comic, plastic man was supposed to guard a female celebrity so he turned himself into a dress that she wore. That makes him the winner in my book.
