I suspect that is already underway. I have had two solicitations for funds by groups that seek to restrain free speech to prevent “hate rhetoric” and make everyone safer.
Remember that Freedom of Will is not the same as Freedom of Action. We may will many things, but no civilization could survive if people were free to act when willing certain harmful things.
