In all honesty, it’s probably neither of their faults. Those identity thieves can be clever—you could be the most cautious guy in the world and they’ll still find a way to steal your identity.
It’s not really the time to be pointing fingers, anyway. The REAL question they should be asking is what they intend to do about it.
After my experience with plane tickets being purchased in India on my account (see yesterday’s comment) I set myself up to be notified of all web purchases and gas purchases. This seems to work pretty well, although it can be spammy at times when shopping online (but even that is better than the alternative).
