In the Mediterranean,especially Turkey, there are local women who wait at the docks for Cruise Ships(Usually the British and American Tourists,also love the USN ships) They will be holding a small child or baby in their arms,one under the child to support them the other making gestures using their fingers from the child’s mouth to theirs. Begging for money as they are Hungry and have no food. They are dressed in dirty clothes and both look dirty and scuffed. The whole time the Child is crying and moving around. I always did Shore Patrol and got to know a lot of the Local Restaurant,Bar,store owners and Locals.( Some retired Military.) I asked about that and was told by many that they are local women who are fine but dress this way and beg for extra income,they have a hole/opening in the bottom of the child’s wrap thru which they are constantly Pinching and aggrevating the child so it will keep moving and crying and make the Tourist’s and Sailors feel bad so as to get larger “Donations”. I have even a couple of times been shown a few of the main ones after hours walking around with their children and guess what they are all clean and happy,some I recognized. So you never really know.
