I just checked, and my guess was right. In 1910, to ”have a bun on” was one of the very many euphemisms for “drunk.” To create a joke, Flip leaves off the “on” so Nemo can think he means baked goods.
Same guy wrote “Back Door Man” and “Spoonful”, so clearly some sexual reference, although Wikipedia doesn’t clearly address that. Thanks to Solstice and the ‘net.
