Other countries have solved this issue. 2 or more small rooms off a hallway, each with a toilet, often a sink, and a full-length, solid lockable door. If there’s a line, both men and women are waiting in it.
Illinois has now mandated that all single-person bathrooms be labelled as for either men or women. It’s been a small improvement in the quality of life.
My wife and I were at a live theater event a few years back. For some reason the janitor decided to service the women’s restroom right before intermission and it was closed. So I go into the men’s room, standing at a urinal and I hear my wife’s voice. I look over my shoulder and she’s going into one of the stalls and there are about 20 women lining up behind her. So the women took the stalls and the men took the urinals.
Some places in the US do the same thing. The idea of separate men’s and women’s rooms makes sense only when there are multiple facilities inside in order to handle more than one person at a time.
In Seattle the former Cinerama Theater now SIFF Cinema has made both restrooms open to everyone. The former Men’s restroom says it has toilets and urinals
By law buildings in Canada that are built with a certain percentage, or more, of public funds must have twice as many restroom spaces for women as for men. Some buildings have bigger restrooms, some have more.

I used to know a lady who kept a fake mustache in her purse for these situations.

Men’s restrooms are nasty. No thanks, I’ll wait.
