I’ve been “heads down” when looking at my phone. However, I come to a stop to look at the screen. Also, I am the kind of person who has to remove my gum from my mouth before stepping out.
Unless you’re in a territory of Great Britain. Either way, phone-off-in-pocket is good advice, especially when walking with children. Good time to communicate with them. Saw a lady pushing her young child in an open stroller. Child was reaching out for border flowers, looking around, and verbalizing. Mother was busy with phone and missing on one more great chance to bond with her child. Sad. Time with the child should be spent with the child.
Every so often I notice one or more kids (usually) walking directly towards me with their heads down looking at their phones. I wait until they almost run into me and then shout “Heads Up!” The startled look on their faces is precious.

Rules are incomplete.
1. Check messages.
2. Look left.
3. Look right.
4. Check messages again real quick before crossing.

Nothing wrong with that sequence.. its when they stop mid street to check messages that problems arise.

If you are multitasking, you check the traffic then check the screen while traffic clears.
