Either he was bribed to fudge the investigation, doesn’t want to deal with the added paperwork and thus fudged it to get out of it, or legitimately bad at his job.
Whichever it is, though, it does make one wonder how he still has the job.

We learned previously that Tackleford hires firefighters based exclusively on how much they hate fire. Therefore, being dim is no disqualification.
