    I expect to not understand Kliban, at least sometime. But I can’t even connect this one with anything. I can deal with the rat-bread, but why is he tiny?

    This maybe relating to current events when it was drawn.If it was drawn in 1983 it might refer to former Belgium king Leopold III.Dubbed King Rat for his actions during the war.
