When my wife and I are at the beach, we watch the pelicans dive for fish. They cruise around at an altitude of about 50-100 feet, spot a fish, fold their wings and dive in, hitting the water at about 30 mph (or maybe more) and submerge for several seconds before resurfacing, float for a while and take off again.
We have yet to build an aircraft that can do this.
