The original patent for a toilet paper dispenser showed it only going over the top. I wonder if they guy ever knew what kind of mess he started by not adding another sketch of it going under!
It all goes over the top & hangs down. It’s “back” or “front.” It’s easier for cats & toddlers to unroll the whole thing if it comes down the front. One cat would shred the whole thing either way if I didn’t keep it on the shelf over the tank.
I prefer under as I find it easier to get the paper that way. From over, it almost takes me two hands to get the paper off the roll. My child prefers over – when she was younger and got out new rolls, I changed them to under. Then she changed them to over. We never talked about it. I have a hard time when I visit her house – I want to change them. But I don’t. She probably has the same problem here.
Our dog never bothers the toilet paper but we’ve learned from experience not to leave Kleenex tissues around, they seem to pose a threat to her and she acts accordingly.

The original patent drawing for disposable rolled paper shows it going ‘over’, or depending on the front.

In the bathroom at the dentist ofc they had one roll over, one roll under; your choice!

It should be over to see the patterns printed or embossed on the roll.

I remember hearing of a family years ago that broke up because of this issue with the tissue.
