In the Poop-and-Scoop system, you’re supposed to provide the first half, Poncho. Some one else is responsible for the second half! (And thus should pay the fine.)

Poncho. I really do like you a lot. I’d take you home with me in a minute. Problem? I already have a wonderful little dog. You’d probably make his life miserable. If not for him though…in a minute.
