My read is that Ralph was begging sarcastically, to show Wally what it’s like to eat under someone’s begging gaze. Wally ignored him, inhaled his food like usual, and burped as he eats so quickly. Cue last panel.
Now see, Bob would know. He is a rare and highly-gifted South American parrot who knows stuff that we mere human beings cannot begin to fathom. Could Bob communicate with Wally? But of course! An ASK BOB program is needed here more than ever — now that Ralph has clearly gone off the beam.
