My bride puts it over when it’s just company (she says it’s easier to find the beginning of the roll) and under when the young grandkids come over (they can’t unroll it by spinning it down) and doesn’t care the rest of the time and just leaves it on the windowsill.

Another government agency that didn’t want to pay for the rights to a patent.

It literally shows over on the patent from 1891 so anyone who says under is a fool. Look it up if you don’t believe me

Without gravity – there is no exact up or down. It’s all relative.
From another perspective (turn the comic over), what he is calling “under” is “over”.

If you ever buy paper with a print on it you will see its designed for over.

The original patent on the toilet paper dispenser shows it going OVER.
That ends the debate!

Three reasons for over: (1) the patent; (2) it places the paper closer to the user; and (3) if you gently spin the roll down, more paper rolls down.

As I said in the last one of these… Over. No exceptions.
