Probably true. I recall a little boy in grade school walking blocks out of the way on his way home from elementary school to avoid an ambush by the waiting school bully. Told to me by a friend, of course.
Last year, a teacher caught someone bullying my son and made him file a report over it. Then they brought the bully in and said “don’t do that” and he said “okay”, and then the bully told his bully friends that my son tattled, and then he had 5 kids bullying him throughout the day. The original kid only messed with him during a single class.
Bullying is in my experience, about control of people, which as a concept makes it quite possible for organisations to bully people as much as people who work for them do it.
So when you have some organisation HR demanding that any complaint about bullying by a manager be done the ‘right’ way, they are just carrying on with the bullying themselves.
I was appalled that my affluent second wife and her adult children thought that stealing in the form of shoplifting was an acceptable “prank”. If you cannot tell the difference between mine and yours, your education is incomplete.

The bully ended the day in hospital with a bloody nose, a broken jaw, two broken teeth, a broken arm, and a broken knife. I may have been the smallest kid in the class but I was also the youngest purple belt in my karate classes. The two weeks were worth it. He never bothered me, my friends or anybody at the school after he got back.

I used to have one of those wall phones, & with the extra long cord that seemed to often wind up & tangle all on its own.
