The reason it’s sagging like that is because they couldn’t get Manchin (et al) to allow them to stuff it full.
And yeah, I know that there are some things that are harmful to your mantal health if you see them being made… and legislation is one such thing (so is sausage).
For those claiming the law is pork and offers little real infrastructure, here’s an article from Chicago Sun Times showing how such funds will be used:

This is all a ploy to drop the reconciliation package that the left insisted on tying to infrastructure. Maybe one day Democrats will pass their president’s agenda, but at the rate things are going they’ll never have power again so I guess we won’t have to cross that bridge.
And also thanks to decades of Democrats failing to deliver, that bridge may crumble to pieces before we even CAN try to cross it.
