When I played in constant-drought Israel, I noticed they designed the courses accordingly. SAND everywhere except the “target” landing zones on the fairways, and – of course – the putting greens.
No grass between the tee box (also sand) and the landing zones. If you hit short, you would be hitting from sand.

They sell a lot of beer. The fairways are dry, but the trees and bushes are well watered.
