I’ve got the same problem with my old toilet that’s been in service since 1973. When I go to flush it, I need to count to 5 and then pour a big plastic bowl of water down the bowl and then it will decide to flush.Just installed a new “Korky” flapper in the tank, but I could sure use a new potty as the one I have has seen better days.

Our low flush toilets use one liter for a pee and two liters for a poop and we almost never have to double flush.
