Well they did come back just to torture the other fish. They put food on a hook and when a fish bites it, they pull the fish out of the water, rip out the hook and throw the fish back into the water.

If it was to eat the fish, the fish would understand it as they eat each other, but just to get them to be stabbed by the hook and just remove it makes no sense,

We call them quitters. They ran away instead of trying to make the ocean better.

And their descendants now kill and eat the ones that stayed behind.
