Still can’t make this out, Jeff.

Really not sure who that’s supposed to be.

Given the caption “Fire for Effect” I’d be it’s Putin, and the toon simply reflects the impact of the military threat, and that Putin is the face of the attack.

I’m with the others – can’t tell who that is.
