Obviously the joke is that the clown is too dumb to realize he can just make another balloon dog. I messed around with making balloon animals a long time ago, and dogs are the easiest to do.

I just turned my back for a moment, It’s like he floated away! Sob!

The clown seems deflated.

If somebody stole that dog, they’ll quickly lose it into the sky… because that will make it a “hot” dog, and hot air rises.
