As far as I know, Tchaikovsky never wrote anything specifically for cello. He wrote various works for small string ensemble, which would obviously include cello, but there is no such thing as a work by Tchaikovsky specifically for cello. The closest thing to it is that 60 bar fragment referred to above.
Technically speaking, there isn’t a Tchaikovsky ‘cello concerto’ despite the claim of a 60 bar excerpt. Variations on a Rococo Theme acts as one for ’cello soloists with orchestra.
