If I had billions… or Elon Musk and had no worries of losing a days pay… I would not focus my money on aiming for space (to escape all the crazy people on the planet), or police/law makers (to control all the people). I would focus on all the mass of people who could be utilized into being productive (homeless). I would offer food, shelter, medical, and transportation in exchange of people cleaning up/creating recyclable facilities. I would also have teams of people who would be working to replant forest who have been devastated by fires.
Oh… wait… that was already created! In the Depression Era of the USA we had programs where young adults and homeless people could work (given clothes, shelter, food, etc) and send a little bit of money home. They are the reason the USA has such great national parks. This program was called Civilian Conservation Corps. And it was abandoned about 10 years after it was started. There are surviving smaller branches… but getting into them is harder then getting into the military. The military only wants collage graduates… the CCC wants miracle workers.
