The best way to spend it is to help Ukraine continue to degrade Russia’s aggressive ability, retake all of Ukraine to show that kind of militarism and invading a neighboring country doesn’t work, and help Ukraine rebuild so they can sell their oil and gas to Europe to provide competition to Russia. That will not require one US soldier, sailor, airman, or marine’s life to be sacrificed, while providing security for a large chunk of the world. It may even cool China’s jets.
