In the Wizard of Oz movie, this city guard is played by the same man who plays the Wizard, and three other roles too.

Maybe Chazz is the Wizard, with a dog leash long enough to reach back to Kansas!

These doggies are gong to have to confront the Wicked Witch and her flying cattos very soon.

They cut the backstory of the wizard. Dorothy complained her scenes were more important to the story. :-)
