    The typical political cartoon on military spending usually shows a person in a military uniform with an overgrown wheel cap (some general presumably) with all kinds of bombs and rockets tucked under his arms.

    The reality is that Congress is the push for military spending, especially on hardware. “Re-elect me! I got all those jobs for you in the defense plant in our district.”

    I do believe in a strong national defense: no country has ever attacked the United States because they believed we were too strong. (On December 7th 1941, the United States had the 17th largest army in the world). However, I do have concerns on how the money is spent.

    It can take months to build a modern jet fighter. It can take several years to build a ship. It takes about a decade to “build” a good officer or NCO. Military hardware eventually becomes obsolete and is scrapped. Officers and NCOs get “recycled” into the workplace not only with training and education but also with experience that cannot be measured in dollars and cents.

    Don’t get me wrong, I want to be on the side with all the “toys,” but all other things being equal, the military that is best led and trained – wins.

    Money should be spent on personnel programs and training and the lower enlisted ranks should not have to depend upon food stamps.

    There’s an epidemic of that in Congress, but they aren’t so gauche as to carry it around with them. Instead, they vote hundreds of billions for someone else to do it.
