I was president of my condo HOA. We were very reasonable, under $300/mo included your water and sewer, snow removal, garbage and landscaping. We kept patios from getting filled with junk, kept inoperable cars out of driveways. We had to threaten to reposes a couple units for violations and non payment but managed to resolve them at the last minute. I know many use overreach, but most are looking out for everyone’s best interest.

On the plus side, there are lots of fellow swingers nearby.
