There is a story about when Cambodia troops were told that special forces were going to train them to jump from a plane. Their commander asked how low the plane would fly. The American had taken it for granted that he understood parachutes would be involved.
Never seen a high wind but did observe one at sub zero. Marine Recon unit coming to our base in Alaska for Arctic Warfare training. We had a thermal inversion going on where up to 3000 feet it was 45 below zero. Above that was a thermal layer in the low 50s. This crew was not equipped with any sub zero clothing. I called the pilot to cancel the ops. I had ordered the range closed due to the extreme cold instructing them to go land at the airfield. The pilot gave me the affirmative. Their Captain over rode my request and jumped his team in violation of the pilot and my requests. 45 jumped except him. 45 cases of third degree frostbite various body parts. We had no warm vehicles on site and had to wait over an hour for them. I was requested to testify later at his court martial. A Spec 4 testifying against a Captain. His defense was I was not forceful enough nor did I explain the situation. We had it all on tape. They stripped him of his rank right there and he was escorted out under guard.

Or just fly way past the drop zone. Then have the troops jump out.
