The government does not raise or lower rates. The Federal Reserve does and it is not a part of the government.

Same reason we buy groceries.
It’s not a bad system since there is some reporting with accountability built into it. Plus Governors of the Federal Reserve can be removed “for cause”. At least it’s better than the one that allows SCROTUS to sell themselves to the highest bidder.
